It does seem a bit of a leap, but then she was pretty confident while scowling at Squig and freeing her coworkers, so perhaps she's naturally confident, and the cautiousness was a temporary fear of losing that freedom. She hates being a Hand Maiden, but perhaps her appearance is a sign that, deep down, she feels the same sense of entitlement that johnbies do. She's just powerless and broke, so she can't indulge it yet.

I reckon it's a row of multicolour coat hooks on a wall near the bomf district, with a neon "SWERFS" sign across the top. Protesters are simply picked up and hung from the hooks by their collar.
