Could anyone decipher it? I tried for a while, but couldn't get the ratios right.

New to the forum, but long time follower...
I think it is meant to represent the QR code you show to prove your vaccination status, like a passport, in order to attend certain events and visit places, I think this is Tat using a sort of 'digital tattoo' theme for it here

Possibly.... We're getting to that point where it's like the Futurama episode where they go inside the internet, but as if that episode were the whole show.
